Step 1

  • Government Agencies: Bureau of Internal revenue (BIR) where property is located

  • Requirements / Process:

    • Pay taxes at BIR

    • Title Copy

    • File the Deed of Absolute Sale (DOAS) and required BIR forms with the BIR Revenue District Office where the property is located.

    • Pay Capital Gains Tax (CGT) or Creditable Withholding Tax (CWT) and Documentary Stamp Tax (DST).

  • Fees:

    • Capital Gains Tax (CGT) - 6% of zonal value or selling price, whichever is higher

    • Documentary Stamp Tax (DST) - 1.5% of zonal value or selling price, whichever is higher

  • Fees Deadlines:

    • Within 30 days from notarization of DOAS

    • Not later than the 5th day of the following month

  • Documents Issued after Payment:

    • CGT Official Receipt

    • DST Official Receipt

    • Electronic Certificate Authorizing Registration (eCAR)

  • Timeframe: 2-4 weeks (longer if BIR audit is triggered)


Step 2

  • Government Agencies: Municipal/Local Government Unit (LGU) - Treasurer’s Office

    • Local Transfer Tax Payment

    • Transfer Tax

    • Cities in Metro Manila: 0.75%

Step 3

  • Government Agencies: Registry of Deeds (RoD) where property is located

  • Requirements / Process:

    • Title Transfer/Registration

    • Submit CAR, Deed of Sale, Owner’s Duplicate Title, Transfer Tax Official Receipt, and other supporting documents to the Registry of Deeds.

    • Pay the registration fee.

    • After processing, claim the new Transfer Certificate of the Title (TCT) or Condominium Certificate of Title (CCT) in the buyer’s name.

  • Fees: Title Registration Fee - approximately 0.25%-0.50% of property value

  • Fees Deadlines: Payable upon registration

  • Documents Issued after Payment: New Transfer Certificate of Title (TCT/CCT)

  • Timeframe: 1-4 weeks


Step 4

  • Government Agencies: Assessor’s Office (City/Municipal)

  • Requirements / Process:

    • Update Tax Declaration

    • After the new title is issued, submit the updated title to the Assessor’s Office.

    • Secure updated Tax Declaration in the buyer’s name.

  • Fees: Minimal administrative fees
